I saw that the webpage also stated " This website is a record of work funded internally by the Laboratory from 2008-2013 to define a self-consistent, system-engineered approach to inertial fusion energy IFE using high power lasers." They also said " Read an introduction from LIFE leader Mike Dunne." The meta header had LIFE as the first optimized keyword. This keyword is followed by laser inertial fusion energy, fusion power, and clean energy which isn't as urgent as LIFE. The other words life.llnl.gov used was LLNL. Lawrence Livermore National laboratory is included but will not be understood by web engines.
